Core Protections & Commitments

• Employment: The City of New Castle does not discriminate on the basis of disability in its hiring or employment practices and fully complies with all U.S. Equal Employment Opportunity Commission (EEOC) regulations under Title I of the ADA.
• Effective Communication: Upon request, the city will provide appropriate auxiliary aids and services—including qualified sign language interpreters, documents in Braille, and accessible digital formats—to ensure equal communication access for individuals with speech, hearing, or vision impairments.
• Policy & Program Modifications: The city makes reasonable modifications to policies and procedures to ensure individuals with disabilities have equal access to municipal services. For example, service animals are welcomed in all City of New Castle facilities where pets are otherwise prohibited.
  
• No Surcharges: The City will never assess a fee or surcharge on an individual or group with disabilities to cover the cost of providing auxiliary aids, accessible formats, or reasonable policy modifications.
