City Utility Leadership & Oversight

Delivering clean drinking water and managing effective wastewater treatment requires coordinated oversight across city administration and technical operations.

Oversight & Leadership

City Utility Leadership & Oversight

  • The Mayor: Oversees general policy, facility maintenance, and system operations for the Water and Water Pollution Control (WPC) departments, as well as all non-billing Utility Office operations.
  • The Clerk-Treasurer: Manages financial policies, billing administration, and utility revenue collection.

Department Superintendents & Operational Leadership

  • Utility Office Operations: Mark Stacy, Office Manager — Directs day-to-day Utility Office administration and customer support.
  • Water Department: Greg Phipps, Water Superintendent — Manages daily drinking water operations, system quality, and regulatory compliance.
  • Sewer Collection System: Fred Duvall, WPC Superintendent — Oversees maintenance, repair, and monitoring of the municipal sewer collection system.
  • Wastewater Treatment: Steve Dickerson, WPC Superintendent — Leads treatment plant operations, facility maintenance, and environmental compliance.
  • Industrial Pretreatment: Zed Leath, WPC Pretreatment Coordinator — Manages industrial discharge monitoring and pretreatment programs.

Customer Care & Service Info

  Start Service

To open a new utility account, submit a completed application in person at the Utility Office (Monday–Friday, 8:00 AM–4:00 PM, excluding holidays) or email it to ncumanager@gmail.com. A representative will contact you once received.

Required Documentation & Fees:

  • Homeowners: Application, signed settlement statement or deed, and photo ID for all Persons listed on deed.
  • Renters & Contract Buyers: Application, signed lease or contract, photo ID for all ​for all persons listed on the lease, and a ​$100 deposit. Commercial accounts $200 deposit.
  • Non-Legal Owner Transactions: If renting/buying from someone other than the legal owner, you must apply in person to complete additional paperwork.

Note: Deposits sent via email application must be dropped off in person or mailed. To stop or transfer service, visit the office or call (765) 521-6820.

Drive-Up Window & Drop Box

For your convenience, a drive-up window is available during regular office hours (subject to staffing). 

A 24/7 secure drop box is also located next to the drive-up window for after-hours payments.

  ​Customer Care & High Usage

If you experience unusually high water consumption or suspect a plumbing leak, contact the Utility Office immediately at (765) 521-6820. To apply for a bill credit after fixing a leak, please complete and submit our online Leak Adjustment Form .
