The Streets and Sanitation Department is committed to maintaining New Castle’s infrastructure and preserving a clean, safe, and vibrant environment for all residents. Through proactive maintenance, efficient waste management, and responsible fiscal stewardship, our team works daily to enhance the community's quality of life.

Core Responsibilities

  • Sanitation & Waste Removal: Weekly curbside trash collection for residential properties at no additional fee.
  • Street & Infrastructure Maintenance: Road paving, pothole repairs, street sweeping, and traffic sign installation and care.
  • Seasonal Services: Citywide leaf collection in the autumn, snow plowing and salting in winter, and ongoing brush and limb chipping.
  • Fleet & Infrastructure Operations: Managing Motor Vehicle Highway (MVH) funds to ensure optimal operation of city equipment, roadways, and public rights-of-way.

Sanitation Department

Curbside Trash Service

Weekly residential trash collection is provided to all households with an active municipal water account.

Establishing Service:

To set up water service and receive your city-issued trash tote, contact the Utility Office at 765-521-6820.

Trash Tote Policy:

City-issued totes are assigned directly to the physical address. Totes remain property of the City of New Castle—if you relocate, please leave the tote at the residence.

Large Trash Pick-Up Guidelines

  • Item Limit: Up to three (3) bulk items will be collected on your normal weekly trash day.
  • Notification Required: Please call the Street Department at (765) 521-6831 in advance to schedule your large item pickup alongside your regular trash tote.
  • Placement: All items must be placed at the edge of the road or curb/grass line.
  • Timing Restriction: No trash or brush may be set out over the weekend.

Brush & Limb Pick-Up Guidelines

  • Pile Size Limits: Maximum of one (1) pile per collection. The pile must not exceed 5 feet in length for cut limbs, 4 feet in height, and 10 feet in total length.
  • Placement Direction: All cut ends of limbs must face toward the street.
  • Contractor Exemption: Any trees or limbs cut by a professional contractor must be removed and cleaned up by the contractor.

Prohibited Items & Exceptions

The following items will NOT be collected during regular or large item pickup:

  • Construction materials & shingles
  • Dirt or root balls attached to trees
  • Electronics (computers, televisions)
  • Appliances (stoves, refrigerators, washers/dryers)
  • Paint, tires, and motor vehicle/equipment batteries

NOTE: The city does not perform rental property or full house cleanouts.

Street Maintenance

Street Maintenance & Repair Operations

The Street Department continuously inspects city roadways, performs asphalt patching, and manages annual paving projects to keep New Castle’s transportation network safe and well-maintained.

Street Paving Program

  • Annual Paving Schedule: The city contracts paving work through an open bidding process, typically commencing in late spring each year.
  • Road Assessment: Streets are routinely monitored for surface deterioration and prioritized on our active paving list as funding permits.
  • Reporting Concerns: If you notice severe roadway deterioration in your neighborhood, please contact our office to report the location.

Pothole & Street Cut Repairs

The following items will NOT be collected during regular or large item pickup:

  • Reporting Potholes: Citizens can report potholes directly to the Street Department by calling (765) 521-6831.
  • Permanent Repair Technology: Our department uses modern heated-emulsion patching equipment to deliver durable, permanent asphalt repairs rather than temporary cold patches—reducing long-term maintenance costs for taxpayers.
  • Utility Street Cuts: Repairs to street cuts made by city utility departments are performed in-house. Street cuts made by private contractors or third parties must be repaired by the installer at their expense to city engineering specifications.
  • State Highways Notice: Potholes and repairs on state routes (such as SR 3 and SR 38) are managed by the Indiana Department of Transportation (INDOT). However, residents may report state highway issues to our office, and we will coordinate directly with INDOT on your behalf.
