The Human Resources Department supports the City of New Castle’s most valuable asset—our employees. We oversee all personnel operations, including employee record management (FMLA, Workers' Compensation), recruitment and applicant tracking, administration of workplace safety and drug-testing programs, labor relations, and union contract negotiations. HR also ensures full municipal compliance with federal, state, and local employment laws.
