City Council

The New Castle Common Council is the city’s legislative body. It adopts ordinances, sets loca​l taxes and fees, considers tax abatements, and addresses issues brought forward by the city administration and residents.

Council members serve as ambassadors for New Castle, representing the community on intergovernmental boards and making appointments to various advisory commissions and committees.

Council Composition

The Common Council consists of seven members serving four-year terms with no term limits:

  • 5 Ward Representatives (representing specific geographic districts)
  • 2 At-Large Representatives (representing the entire city)

Public Meetings & Schedule

  • When: 1st & 3rd Monday of each month at 6:30 PM  (Note: Meetings falling on a city holiday are held the following Tuesday)
  • Where: Council Chambers, City Hall (227 N. Main Street, 3rd Floor)
  • Presiding Officer: The Mayor presides over Council meetings and casts the deciding vote in the event of a tie.
